qathet Regional District receives $60,000 of Strategic Priorities Funding to develop a Levels of Service Framework
qathet, B.C. – The qathet Regional District (qRD) is pleased to announce it has received $60,000 in Strategic Priorities Fund (SPF) grant funding to support the development of a comprehensive Levels of Service (LOS) Framework.
The framework will help the regional district identify, assess, prioritize, monitor, and manage service levels across its 48 services. The qRD will engage a qualified consultant to develop the framework, which will establish measurable service standards linked to asset performance, community expectations, environmental considerations, and long-term financial planning. The framework will also support climate resilience by aligning service levels with risk, affordability, and future growth.
“As part of the qRD’s 2023-2027 Asset Management Strategy, the project will provide a structured approach to defining and measuring service levels across regional district services,” said Mikhael Drosdovech, manager of Asset Management and Capital Projects. “It will include the development of key performance metrics for each asset class, enabling annual monitoring and evaluation to better understand current service delivery and future needs.”
“The Levels of Service Framework directly supports key priorities identified in the qRD’s 2023-2027 Strategic Plan, ensuring that assets are proactively funded and maintained to support the region and providing services that sustainably support communities now and into the future,” said Al Radke, Chief Administrative Officer. “The project will benefit the entire regional population of approximately 21,500 residents by strengthening service planning, improving resource allocation, supporting risk management, and enhancing community engagement.”

About the Strategic Priorities Fund:
The Strategic Priorities Fund is one of three funding streams delivered through the Canada Community Building Fund (CCBF) in British Columbia, formerly known as the Gas Tax Fund. The SPF supports large-scale, regionally significant, and innovative infrastructure and capacity-building projects that contribute to economic growth, environmental sustainability, and strong communities throughout the province. On July 30, 2026, the federal and provincial governments along with the Union of BC Municipalities announced a federal investment of more than $152 million to support 54 community infrastructure and capacity-building projects. The qathet Regional District Levels of Service Framework is one of the 54 recently announced projects.
