Project Overview


The qathet Regional District is updating the Savary Island Community Plan! This update will build on previous plans and studies, and include many opportunities for the public to share their ideas and insights.

The Community Plan is a policy document that sets out the future vision, goals and objectives for Savary Island. The Community Plan guides the Regional District, community members, and other levels of government to make decisions on land use and themes such as environment, housing, tourism, and community well-being. The Community Plan for Savary Island was last adopted in 2007.

 

 

Project Timeline

The OCP update is a process for Savary Island residents to set the future vision for the Island! This is an opportunity to discuss what the people of Savary Island want for the future.

 

Key Messages:

  • We are at the beginning of the process to update the Savary Island Community Plan (OCP). No decisions or directions have been set as we are still in the community exploration and visioning phase.
  • Community feedback received throughout the process will help to inform key directions for OCP goals, objectives, and policies.
  • Existing technical reports (e.g. coastal flood mapping, slope hazard study, groundwater study) and best practices are important background information which will be explored with the community and help to inform key directions for land use.
  • Please stay tuned to our upcoming events and get involved in the process. We want to hear from you!
Engagement Process

Phase 1: Project Initiation – Complete

 

Project Launch – The Savary Island Community Plan was initiated in late August with a trip by members of the project team to visit the Island before the end of summer. The team spent two days getting to know the island, hosted two events to introduce the project and some of the team members in person, and have conversations with community members to get an initial sense of some of the issues, concerns and hopes for the future on the Island. A report was then published to summarize the conversations during the project launch visit. This was the first of two in-person visits planned for the project.

 

Advisory Committee – Also completed during the project initiation phase was the formation of the Savary Island Community Plan Advisory Committee. Thirty-three people applied and fifteen have been selected to provide a variety of perspectives on key issues throughout the process.

 

Phase 2: Community Exploration and Visioning

We are at the beginning of Phase 2, Community Exploration and Visioning. The consultant team is in the process of preparing a background report to inform conversations with the community in Phase 2. The Report will be posted on this webpage when complete.

 

The purpose of Phase 2 engagement is to explore issues, opportunities, areas of concern, and aspirations for Savary Island’s future. During this phase, engagement with the community will include:

 

A.  Online survey (October 17 – 31, 2024) – Visioning, Goals, Challenges

 

B.  Advisory Committee Orientation Meeting (November 2024) – Introductions, Meeting Procedures, Roles and Responsibilities (Terms of Reference, Code of Conduct)

 

C.  Discussion Sessions (November 2024) – Online sessions to be hosted with small groups and will provide a presentation and opportunities for the group to have discussions together. Topics covered will include:

    • What is an OCP? Examples of other recent OCPs in BC
    • Background information about Savary – history, population, planning context
    • Consultant team’s analysis of the existing OCP and other relevant studies
    • Questions and discussions with participants. Discussion questions may include: What are your concerns + your ideas to address those concerns? Are there topics the OCP should address? Are there topics the OCP should not address?
    • Other topics may be added based on survey outcomes and background analysis.

Once the survey and discussion sessions are completed, the project team will compile the results and provide a report back to the community and the qRD administration and Board.

 

Phase 3: Key Directions

 

The outcomes from Phase 2 will inform Phase 3 design for engagement, content and reporting. Updates will be provided on this webpage, advertised through various channels, and emailed directly to those registered for updates.

 August Open House & Farmer’s Market

Thank you to everyone who shared their hopes and dreams for Savary with us at the open house and Farmer’s Market on August 26 & 27! This was the first of many opportunities to engage on this project. Check out a summary of what we heard at these events in the report linked below. (Note: this report will be updated with the online survey results in November).
